मध्य प्रदेश पुलिस की दूरसंचार शाखा ने मध्य प्रदेश में सेफ़ सिटी प्रोजेक्ट के तहत प्रदेश के बड़े शहरों एवं धार्मिक स्थलों पर सीसीव्ही कैमरो का स्थापना कार्य करवाया गया। इस प्रोजेक्ट को दो चरनों में लागू किया गया है जहां पहले चरन में वर्ष 2018 में पूरा किया गया था, इसमें 11 शहरों में 4,000 कैमरे शामिल थे और दूसरे चरण को वर्ष 2019 में 50 शहरों में 4,000 कैमरे से युक्त गया था। मध्य प्रदेश पुलिस सुरक्षित शहर परियोजना, भारत में अद्वितीय है क्योंकि भोपाल में एक ही स्थान से सभी 60 शहरों के कैमरों की निगरानी की जा रही है जिसे सेफ़ सिटी मॉनिटरिंग एंड रेस्पॉन्स सेंटर (एससीएमआरसी) कहा जाता है।
निगरानी के लिए फ़िक्स कैमरे और Pan Tilt Zoom (पीटीजेड) कैमरों का इस्तेमाल किया जा रहा है, जबकि नंबर प्लेट पहचान के लिए Automatic Number Plate Recognition (एएनपीआर) कैमरों का इस्तेमाल किया जा रहा है। ये कैमरे आप्टिकल फ़ाइबर और आरएफ कनेक्टिविटी की मदद से शहर के नियंत्रण कक्ष से जुड़ें हैं। शहर के नियंत्रण कक्ष नेटवर्क सेवा प्रदाता के MPLS Link का उपयोग करके SCMRC से जुड़े हुए हैं । लाइव फ़ीड शहर के नियंत्रण कछों में देखे जाते हैं और एक महीने के लिए संग्रहित भी किए जाते हैं। लाइव फ़ीड को SCMRC में भी देखा जाता है।
ये क़ानून और व्यवस्था से सम्बंधित किसी भी घटना की रिकॉर्डिंग सूनिश्चित करने के लिए सर्वेलान्स कैमरे से लैस वाहन हैं तथा इन वाहनों को राउटर के साथ प्रदान किया जाता है ताकि यह सूनिश्चित किया जा सके कि विडीओ फ़ीड सम्बंधित नियंत्रण कक्षों पर देखे जा सकें।
म॰प्र॰ प्रदेश के वरिष्ठ अधिकारियों को मोबाइल ऐप उपलब्ध कराया जा रहा है ताकि वे अपने सम्बंधित क्षेत्राधिकार क्षेत्रों की लाइव निगरानी सूनिश्चित करने के लिए अपने मोबाइल या पोर्टेबल उपकरणों पर सीधे लाइव फ़ीड से निगरानी कर सकें।
मध्य प्रदेश में विभिन्न स्थानों पर पब्लिक एड्रेस सिस्टम स्थापित की गई है ताकि जनता के लिए नियंत्रण कक्ष से संदेशों का सीधा प्रसारण विभिन्न लोकेशनो पर किया जा सके।
यह ऐप्लिकेशन मध्य प्रदेश के जाँचकर्ता अधिकारियों को प्रदान किया गया है। सीसीटीएनएस में उपलब्ध रिक़ेर्ड के साथ इस ऐप्लिकेशन की मदद से किसी भी व्यक्ति की तस्वीर का मिलान किया जा सकता है, इसी तरह लापता व्यक्ति या शव मिलने की स्थिति में लापता व्यक्तियों के रिपोर्ट किए गए मामलों के बारे में जानने के लिए तस्वीर का मिलान सीसीटीएनएस डेटा से किया जा सकता है।
यह पोर्टल एक ऐसा मंच है जहां पलीस थानों और अन्य एजेन्सीयों के विभिन्न अधिकारियों तक पहुँच प्रदान की गई है। मध्य प्रदेश में विभिन्न स्थानों पर स्थापित कैमरे सम्बंधित स्थानों से गुजरने वाले वाहनों के बारे में लगातार डेटाबेस बना रहे हैं, यह डेटाबेस नियमित रूप से उपर्युक्त पोर्टल में अपडेट किया जाता है। यदि पुलिस अधिकारी रुचि के किसी विशेष वाहन की तलाशी लेते हैं, जो चोरी का वाहन या अपराध में इस्तेमाल किया गया वाहन हो सकता है, तो यदि वाहन किसी भी लोकेशन पर कैमरे द्वारा देखा और क़ैद किया जाता है, तो सम्बंधित अधिकारियों को पोर्टल पर और एसएमएस द्वारा भी सूचित किया जाता है। विभिन्न पुलिस और पब्लिक एजेन्सीयों के विभागों द्वारा एएनपीआर कैमरों का उपयोग किया जा रहा है, इसलिए हम भविष्य में इन कैमरों को एकीकृत करने की योजना बना रहे हैं तकीं मध्य प्रदेश पुलिस के व्हीकल डिटेक्शन पोर्टल को भविष्य में और अधिक उपयोगी बनाया जा सके।
मप्र पुलिस ने 859 पुलिस स्टेशनों में लॉक अप. रिसेप्शन एरिया और सार्वजनिक पहुँच के अन्य स्थानों पर कैमरे लगाए हैं। सप्रीम कोर्ट ने सभी पुलिस स्टेशनों के परिसर को पूरी तरह से कवर करने का निर्देश दिया है, इसके बाढ़ 1159 थानों और 500 चौकियों को लगभग 15,130 कैमरों से कवर किया जा रहा है। ऑडियो के साथ डे/नाइट विजन कैमरे लगाने और 18 महीने की रिकॉर्डिंग का प्रावधान चल रहा है।
MP Police telecom has implemented Safe city Project in two phases. It involved installation of CCTV cameras in cities and important towns. First phase of this project involved 11 cities and was completed in year 2018.3780 cameras were installed in first phase. Second phase of project involved 50 cities and 7193 cameras and was completed in year 2019. Safe city project of MP Police is unique of its kind in country as all cameras of 60 cities can be monitored from state command centre in Bhopal.
These are vehicles equipped with surveillance cameras to ensure recording of any incident related to law and order . These vehicles have provision of video recording and are provided with routers to ensure that the video feeds can be viewed at respective control rooms.
Mobile app is being provided to senior officers of MP police so that they can directly monitor the live feed on their mobile or portable devices to ensure live monitoring of their respective jurisdictional areas.
Public address system has been installed at various locations in Madhya Pradesh so that messages from control room intended for public can be broadcasted live to the junctions
3452 cameras were installed in 863 police stations in various phases till 2019. Honourable Supreme court has mandated that all public spaces in all police stations should be monitored by CCTV cameras. The cameras should have day night facility , audio video recording and the recording should be available for 36 months. MP Police telecomis implementing the directions of Supreme court and the process of installation of cameras in all Police stations is underway.
ANPR cameras installed at various junctions capture number plates of vehicles 24X7 and save textual data.This data is. uploaded to vehicle detection portal regularly.Police officers are provided with login of vehicle detection portal where they can set alert for any particular vehicle of interest. If a vehicle of interest is captured in any ANPR camera then an alert is generated on vehicle detection portal, in addition to this an SMS is sent to the concerned police officer. The vehicle Detection Portal is integrated with VAHAN database of Madhya Pradesh Road transport department. The details of vehicle owner, like phone number and address is available on the portal.
This mobile application has feature that picture of any person can be matched with database available in CCTNS (Crime and criminal tracking network system) . A picture of suspect, found child unidentified body may be taken and matched with CCTNS data base. This application provides a unique process of data base matching and thus helps in investigation
